I think they're "worry" is twofold. A) they have a ton of issues with Denny's a few blocks away from this location, as being a bit on the thuggish side once night comes around, and they probably don't want to have another spot add to the local problems (considering they partially cleaned up the mess in the area by forcing the movie theater to install policies at mayfair). B) they're probably getting greased by Cheesecake Factory to not have a major competitor located that close to them.

well, could you imagine the impact hit for business that would happen to them if a major adult brand/concept restaurant opened kitty corner from them? their sales would hit a wall.
